Local place planning
Greenhaven Council’s place planning responsibility is concerned with Greenhaven as a local area: how different parts of the area relate to one another, what local needs will be recognised and how those needs will be reflected in decisions about the future of the place.
Place planning brings together information about Greenhaven's communities, local centres, recreation, infrastructure and economy. Each published plan or project will identify whether the decision sits with Greenhaven Council or another authority so residents can see who is responsible.
Infrastructure requirements
Greenhaven Council is responsible for identifying local infrastructure requirements. That means identifying the infrastructure required for Greenhaven to function well and expressing those requirements through the appropriate planning, investment and strategic processes.
Identifying a local infrastructure requirement does not mean Greenhaven Council owns or operates every asset involved. Roads, transport systems and public service facilities may be the responsibility of another authority even where they are important to Greenhaven.
Evidence and local priorities
Published Greenhaven place plans and projects will explain the area covered, the issue being considered, the council's role, any other authority involved and the expected outcome. Where residents are being consulted, the consultation page will show what is open to influence, how to respond and the closing date.
Relationship with strategic planning
The Steadfast & Hearth Combined Sphere Authority operates across a wider area and may exercise conferred functions concerning strategic place, infrastructure, movement, local growth and strategic investment. Greenhaven Council contributes Greenhaven’s local perspective; SHCSA deals with the strategic matters lawfully assigned to it.
What the function does not automatically include
Greenhaven Council's place planning role does not include highways law, housing law or every form of development regulation. Each published Greenhaven plan or project will identify the authority responsible for decisions that sit outside the council.
About place planning
Planning for Greenhaven as a place uses evidence about geography, population, participation, accessibility, community assets, local centres, infrastructure, economic activity and the character of different settlements or neighbourhoods. Different built styles are not automatically a defect; the relevant question is whether the area is coherent, connected and able to function well.
What an infrastructure requirement means
An infrastructure requirement records a need affecting Greenhaven before a delivery option is chosen. Public information can include the purpose of the requirement, the people or service affected, the area concerned, capacity, accessibility, resilience, dependencies and the organisation responsible for the next decision.
How infrastructure options are considered
A Greenhaven infrastructure proposal may involve maintenance, adaptation, expansion, replacement, acquisition, construction, shared use, relocation or no physical change. Where a proposal is published, you will be able to see the option being taken forward, the reason for it and the authority responsible.
Who is responsible
| Organisation | Role affecting Greenhaven |
|---|---|
| Greenhaven Council | Local place planning and identification of local infrastructure requirements within its assigned functions. |
| Steadfast & Hearth Combined Sphere Authority | Conferred strategic place, infrastructure, movement, local growth and strategic investment functions across Steadfast and Hearth. |
| Ministry of Infrastructure, Communities and Local Government | National policy and framework responsibilities within infrastructure, communities, local government and strategic authorities. |
| National Infrastructure Service | Technical delivery of approved infrastructure work where it is assigned to NIS. It does not determine the substantive service policy that creates the requirement. |
| Responsible service authority | Defines the operational service need where the infrastructure supports a service owned elsewhere. |
Delivery responsibility
Identifying a Greenhaven requirement does not make Greenhaven Council the owner, builder or operator of every asset. Delivery may sit with the National Infrastructure Service, SHCSA, another public body or the organisation responsible for the underlying service.
