The council’s community safety role
Greenhaven Council’s community safety responsibility is a local government function focused on prevention, coordination and the conditions that help people feel safe in their neighbourhoods. It allows local concerns to be considered alongside the council’s work on communities, wellbeing, local information, place planning and resilience.
Community safety work can involve recurring local problems, prevention activity, public information and cooperation between organisations. The council’s value is its local view: it can bring together information about Greenhaven, identify patterns that affect the local area and make sure issues are directed to the organisation with the power to act.
Prevention and local problem solving
Effective community safety is not limited to enforcement after something has happened. Councils can contribute by identifying recurring local concerns, supporting early intervention, improving information for residents and coordinating local action where several organisations have an interest.
If Greenhaven Council adopts community safety priorities, they will be published here with the Greenhaven issues they address, the organisations involved and any public action or service information connected with them.
Working with policing and other services
Operational policing is not a Greenhaven Council function. Police investigations, police powers, deployment decisions and operational command remain with the responsible police service and its Chief Constable. Fire and rescue and other emergency service functions likewise remain with their responsible organisations.
Greenhaven Council may cooperate with those services, share local information where lawful, support prevention and direct residents to the correct route. That partnership role does not make the council an operational emergency service.
Strategic police and crime governance
The Steadfast & Hearth Combined Sphere Authority has the conferred strategic mayoral police and crime governance role for South Havenstead Police from the lawful transfer point. That role is separate from Greenhaven Council’s local community safety responsibility and does not transfer operational control of policing to either authority.
Reporting and public information
When Greenhaven Council’s community safety function is operating, this section will distinguish clearly between matters that can be raised with the council and matters that will go directly to the police, another emergency service or another public body. It will also publish prevention information for Greenhaven and any local partnership arrangements that are actually in force.
Community safety priorities
Any Greenhaven community safety priorities will be published here with the local issue they address, the organisations involved and the action residents need to know about. Where another service has the operational lead, that organisation will be identified clearly.
Partnership responsibilities
Community safety often involves more than one organisation. The responsibility table below shows the separate roles of the council, policing, the strategic authority and other services so you can see who deals with each part.
Who is responsible
| Organisation | Role affecting Greenhaven |
|---|---|
| Greenhaven Council | Local prevention, community information, evidence about recurring local concerns and coordination within the council's community safety responsibilities. |
| South Havenstead Police | Operational policing, investigations, police powers and deployment. Operational direction and control remain with the Chief Constable. |
| Steadfast & Hearth Combined Sphere Authority | Strategic mayoral police and crime governance from the lawful transfer point, including democratic oversight and holding the Chief Constable to account without directing operational policing. |
| Interior Office | Central policing policy, legislation and standards. |
| Fire, health and other operational services | Their own emergency, clinical or operational responsibilities. Greenhaven Council does not absorb those functions through community safety work. |
When the service opens
The community safety pages will distinguish matters that can be raised with Greenhaven Council from matters requiring police, fire, safeguarding or another specialist service. Any council reporting route will explain what information is needed, how the concern will be assessed and when the council may refer or signpost the matter elsewhere.
