What local resilience means
Greenhaven Council’s resilience responsibility is about preparing the local authority and the community for disruption, maintaining essential council activity where possible and supporting recovery when normal arrangements have been affected.
Resilience is a continuing management responsibility rather than something that begins only after an incident. It depends on understanding risks, identifying critical council functions, keeping appropriate plans and making sure staff and partners know how local arrangements fit together.
Preparing the council
Once Greenhaven Council is operating, public resilience information will explain how essential council services are prioritised during disruption, where updates are published and how normal service is restored.
Supporting community preparedness
The council’s local position also gives it a role in helping residents and community organisations understand how to prepare for disruption and where to obtain reliable information. That can include community networks, local signposting and coordination with the council’s wider communities and local information functions.
Working with emergency and strategic bodies
Greenhaven Council is not an emergency service. Police, fire, ambulance and other operational responders retain their own powers and responsibilities. The council may support, coordinate and provide local information within its remit, while wider resilience coordination may also involve the Steadfast & Hearth Combined Sphere Authority and central bodies.
Information during disruption
During disruption affecting Greenhaven Council services, this website will provide the durable public record. Where a faster alert channel is used, the relevant page will link to it and retain the confirmed service information here.
Community resilience
Greenhaven's resilience pages cover council service disruption, preparedness information, local community networks and recovery information relevant to residents.
Continuity of council services
If disruption affects Greenhaven Council services, public updates will identify which services are affected, any temporary arrangements, the services being restored first and where to find the latest information.
Local networks and public information
Residents, voluntary organisations and community groups may be involved in local preparedness and recovery. These local networks do not replace the police, fire, health or other operational services responsible for emergency response.
Who is responsible
| Organisation | Role affecting Greenhaven |
|---|---|
| Greenhaven Council | Preparedness and continuity for its own functions, local networks, public information and support for recovery within Greenhaven. |
| Steadfast & Hearth Combined Sphere Authority | Strategic resilience functions where conferred across the combined sphere authority area. |
| Police, fire, health and other operational services | Their own operational response, command and specialist responsibilities. |
| Central government and public bodies | The national or specialist responsibilities assigned to them, including any wider coordination or infrastructure role. |
Recovery after disruption
After significant disruption, the council may publish a recovery update or review where there is useful public information to report. This can explain the effect on Greenhaven services, what has returned to normal and any change residents need to know about.
