Senior officers and council management
The professional leadership and statutory officer roles needed to support Greenhaven Council.
Political leadership and professional administration
Councillors provide democratic leadership and take the political decisions assigned to them. Council officers are employees or office holders who provide professional administration, advice and service delivery. The two roles are different and the constitution and published delegations distinguish those roles.
Head of Paid Service
The Head of Paid Service is Greenhaven Council's senior statutory role for the organisation of the council's staff and the administration needed to support the authority's functions.
Monitoring Officer
The Monitoring Officer provides the council with a senior legal and governance safeguard. The role supports lawful decision making, proper constitutional practice and the authority’s governance responsibilities.
Chief Finance Officer
The Chief Finance Officer is the council’s senior statutory finance role. It provides professional responsibility for the proper administration of the council’s financial affairs and supports councillors in understanding the financial implications of decisions.
Supporting corporate functions
A functioning principal council also needs democratic services, legal services, finance, audit, procurement, records, complaints, participation, equality, safeguarding governance, resilience and performance capacity. Some of those functions may be organised together or delivered through shared arrangements, and the public information identifies the authority responsible.
Organisation chart and named officers
This page will publish Greenhaven Council’s senior management and statutory officer information when appointments have been made. Until then, the statutory roles are described without assigning them to individuals who do not hold Greenhaven Council office.
Senior management information
After appointments have been made, this page will list the senior officers residents are most likely to need to identify, including the Head of Paid Service, Monitoring Officer and Chief Finance Officer, together with their council responsibilities and public contact route where appropriate.
Advice to the council
Senior officers support councillors with professional advice and are responsible for administering the authority in accordance with the decisions taken and the duties of their office. Statutory officers have particular responsibilities that may require them to advise or act independently of political preference when legality, financial administration or proper governance is at issue.
