Finance, audit and procurement
Budget, accounts, procurement, audit and financial information for Greenhaven Council.
Financial administration
The Chief Finance Officer is the senior statutory finance role for Greenhaven Council. Published budget, accounts, monitoring and audit information will provide the public record of how council resources are managed.
Budget and financial information
When the council is operating, financial information will explain the resources available to the authority, how those resources are allocated and how actual financial performance compares with approved plans. No Greenhaven operational budget is presented here before one has been lawfully established.
Audit
Audit is part of the council’s assurance framework. It helps councillors and the public understand whether financial controls and wider governance arrangements are functioning properly. Audit work is linked to, but distinct from, the political choices councillors make about priorities and expenditure.
Procurement
Procurement is the controlled process through which the council buys goods, services or works. Greenhaven procurement arrangements will cover competition, value, transparency and an auditable record of purchasing decisions appropriate to the requirement.
Contracts and transparency
Procurement pages will distinguish opportunities that are open for competition from contracts that have already been awarded and from ordinary expenditure information.
Budget, accounts and financial reports
When Greenhaven Council has an operating budget and financial year, this section will contain the approved budget, financial monitoring reports, statements of account, relevant audit material and any published schedule of fees and charges, with the period covered shown for each item.
Procurement opportunities and contracts
Live procurement opportunities will identify what the council is buying, the procurement timetable, how a supplier can obtain the documents and the closing date. Awarded contracts will be distinguished from opportunities still open for competition. Contract information will identify the supplier, subject, relevant dates and value where publication is required and the information exists.
Financial monitoring
Financial monitoring pages will show actual performance against the approved budget and explain any material variation, proposed action or decision that affects the public record.
