How local government works in Greenhaven

Greenhaven Council is one part of a wider system of local, strategic and national public administration.

Greenhaven Council

Greenhaven Council is the principal local authority for the Greenhaven local area. Its responsibilities are focused on local democracy and community life: democratic services and elections; communities and neighbourhoods; Community Connectors and local wellbeing; community safety; libraries and archives; museums and heritage; recreation; volunteering and civil society; local economy support; local information and integration; local place planning; local infrastructure requirements; resilience; and complaints about functions the council exercises.

The council is democratically accountable in its own right and is separate from central government departments and the strategic authority.

Steadfast & Hearth Combined Sphere Authority

The Steadfast & Hearth Combined Sphere Authority, or SHCSA, operates at the strategic level across both Steadfast and Hearth. Greenhaven Council is one of its constituent councils. SHCSA may exercise conferred strategic functions concerning matters such as strategic place, infrastructure, movement, skills relationships, local growth, communities, resilience, culture relationships, wellbeing coordination and strategic investment.

That strategic role does not make SHCSA the council for Greenhaven. Greenhaven Council remains responsible for the local functions assigned to it, while SHCSA deals with responsibilities conferred at the wider strategic level.

Central government and public bodies

Some public policy and operational responsibilities sit with the United Hampshire Government or with separate public bodies and services. Greenhaven Council’s involvement in a local issue does not transfer the underlying power from the organisation that lawfully holds it.

Operational services

Operational policing is a clear example. Greenhaven Council has a local community safety role, while policing remains with the police service and operational direction remains with the Chief Constable. The strategic mayoral police and crime governance role sits with SHCSA from the relevant lawful transfer point. These roles interact, but they are not interchangeable.

Functions not automatically held by Greenhaven Council

Greenhaven Council does not currently exercise Council Tax, statutory social care, NHS, waste, highways, housing, trading standards, environmental health, immigration, nationality, operational policing or fire and rescue functions. Where one of these matters affects Greenhaven, the relevant public information identifies the organisation responsible.

Why this distinction matters

Public services are easier to use when responsibility is clear. Greenhaven Council’s local information and integration function will therefore be used to explain who is responsible, provide accurate signposting and support coordination where several authorities need to work together without blurring their separate legal and administrative roles.
